  Immigration: State Regulations on Immigration Document Preparation and Notaries
  Twenty three states, and the City of New York, have implemented some form of legislation that regulates the preparation of immigration forms. Anyone wanting to prepare immigration forms will have to comply with the immigration regulations in their state. The purpose of these regulations is to protect against consumer fraud. Richard Granat, Director of Legal Technician Training Institute, prepared a comprehensive chart of the codes regulating immigration document preparation by non-lawyers in each state. If there is no regulation in a state, a legal document preparer must adhere to the Federal guidelines.
